ROARING KNOB MOTORSPORTS COMPLEX - 2008 RULES OF PROCEDURE

1. Official rulings are final. Special rulings may be put into effect on occasions and or in situations not mentioned below. NO ARGUING WITH OFFICIALS.

2. PROMOTER AND OR OFFICIALS RESERVE THE RIGHT TO REJECT AND/OR DISQUALIFY ANY CAR OR DRIVER WITHOUT RECOURSE. Only suitable cars will be approved. All cars and drivers are subject to inspection at any time by track officials. 

3. Drivers must be a minimum of 16 years old with the exception of the V-8 Charger Division. Drivers must be a minimum of 14 years old to compete in the V-8 Charger Division. All drivers under the age of 18 years old must present a notarized affidavit of permission from both parents, or legal guardians. Any one entering the pit area must sign the waiver release form at the sign in. Any one entering the pit area under the age of 18 must have a minor’s release form filled out and signed by a parent or guardian. To drive in the Super Late Model or Late Model divisions any one under the age of 18 must present and prove their qualifications to the track officials. If at any time track officials feel a driver is not qualified to participate in any particular division they will be advised of such and will not be allowed to compete until further notice.

4. No alcoholic beverages or intoxicating drugs in the pit area. Suspected users are subject to examination by a physician. Failure to comply means suspected offender will be barred from future races by track officials. Offender will be barred from competition for 30 days, if found to either refuse examination or under the influence of the above substances.

5. Any participant involved in any accident while racing on the premises must report to the officials before leaving the premises (providing such participant is physically fit to make such a report). Negligence in this matter will result in a loss of benefits.

6. The driver and or owner assumes the responsibility for all actions of pit crews and themselves at all times and shall be the sole spokesperson for the car and crew in any and all matters pertaining to the race meet and with the officials in charge. Should a conflict develop between teams, you are to go to the pit Steward to resolve (not to the pit area of the competitor). Inappropriate conduct can result in suspension and/or fines.

7. No guns permitted on the grounds of RKMC. This is to include Pit and Grandstand Area .

8. No participant shall subject any official to verbal or physical abuse or use of improper language at any time, all violations of same will be dealt with sharply including fines and suspension. Anyone taking part in discourteous conduct or causing a disturbance in public may be disqualified or suspended.

9. No driver, car owner or crew member will have claim for damages or expenses against the promoters or officials by reasons of disqualifications, damage to either car or driver or both. They agree that the track is considered safe if they take part in the racing activities.

10. Only one person in a car at any time while the car is on the track.

11. Snell approved full face helmets , flame retardant uniform and gloves , competition quick-release safety belts with shoulder straps must be worn and fastened at all times while on the track.

12. Ambulance or EMT with vehicle to transport, fire crew, and flagman must be present before cars are permitted on the track.

13. Pit crews must furnish fire extinguishers mounted in driver’s compartment. Drivers and fuel tanks must be separated. Gas lines sealed in rubber under floorboard. No oil or converted grease cans for fuel tanks. Fuel cells recommended and in some cases mandatory.

14. Car numbers must be painted on both sides a minimum of 18 inches high and 3 inches wide. Duplicates will be modified by track officials. Any car with numbers deemed illegible by track officials will not be scored.

15. Pit crews are not permitted on the track AT ANY TIME. Failure to comply will cause disqualification of the car and driver for that event. Drivers must remain in their cars except in an emergency following an on track accident. If a driver leaves his car it will be interperted that he or she has determined they are finished in the event.

16. Dangerous or unsafe races may be called, canceled or postponed by track officials. If a race is shortened by rain or accident, payoff and points will be awarded to the positions according to the last GREEN FLAG LAP.  Cars involved and or causing a yellow caution flag are placed to the rear of the field. More than 50% of the laps must be completed to constitute a complete race.

17. Protests must be presented to the Head Pit Steward in writing, and accompanied by a $200.00 administration protest fee before the finish of the event by the car (being protested) in competition. The written protest can only be requested by an owner with a car in competition for the given nights event. The protest will be limited to one specific item and must be clearly defined. In addition to the initial $200.00 protest fee the following items will carry an additional protest fee. Removal of intake manifold $200.00, removal of cylinder head $400.00, removal of transmission, clutch or rear end $400.00, removal of crankshaft $1000.00. Only the owner, driver and mechanics needed, of both, the protesting and protested cars may be present at the protest inspection. The protest fee will be returned to the protesting team with the exception of the $200.00 administration fee if the protest is upheld by the officials. If the protest is not upheld the team being protested will keep all protest money with the exception of the $200.00 administration fee. ANY CAR FOUND ILLEGAL WILL FORFEIT ALL PRIZE MONIES AND POINTS EARNED FOR THAT NIGHT. ANY CAR THAT REFUSES TO SUBMIT TO A PROTEST WILL AUTOMATICALLY BE DISQUALIFIED, LOSING ALL PRIZE MONEY AND POINTS FOR THE NIGHT. In the event of a scoring protest, only the driver may protest to the scorer, in writing, no later than 15 minutes after the conclusion of the race.

18. A car may only compete in one division during the night. A driver may compete in only one division on any given night.

19. No driver or crew member may enter the racing area until he or she has personally signed all releases, registrations, and entry forms. No person will be permitted at any time to sign the release for anyone other than himself or herself.

20. Any driver, owner or crew member who interferes with track personnel when removing their cars from the speedway may result in disqualification of their car.

21. ADVERTISING / PRESS RELEASES - In consideration of entering into any of the scheduled events, car owner, driver, crew members, or agents agree to permit the association and it's assigned, to use their names and pictures of said persons and cars, for advertising and publicity purposes at the assigned discretion of speedway, before, during and after events held on speedway property. Participants do hereby relinquish all rights to any photos taken in connection with any event, and give their permission to publish or sell the same.

22. DECAL RULE - A 6" (inch) square space shall be reserved on each door at the upper front edge of each door for series sponsor decals. All cars must display series sponsor decal to receive points, point money and/or purse payoff.

23. PERSONAL VEHICLES - No personal vehicles such as Quads, Golf Carts, Scooters etc. are permitted to leave the pit area and go to the general admission side. If at any time the management feels personal vehicles are a nuisance in the pit area they will be asked to park. Non compliance will result in removal from the race track. If at any time management feels the pits are too crowded for vehicles other than tow vehicles you will be asked to park all such vehicles outside the pit area in the parking lot.

24.  RACEceivers (one-way communication system) are mandatory for 2008.  This system has been implemented for the safety of the competitors and for the betterment of the racing program.  In order for it to be effective, everyone competing must be using their RACEceiver.   RACEceivers are available for purchase or rental at Roaring Knob.   (You may also purchase a RACEceiver elsewhere if you wish.)  Failure to comply with instructions given over the RACEceiver during your racing event will result in you being black flagged.

RACING PROCEDURES

1. SEASON LINE-UP PROCEDURES : Pills will be drawn for heat race line-up- low number drawn starts on pole. A maximum of 24 cars will qualify through the heat races for the feature.

a.  Cars will be lined up for all regular races by drawing pills. Pill draw opens at 4:15 pm on regular race nights.  Each division will draw at the pit steward's stand any time before 6:00 pm.  Pills are shut off at 6:00 pm (Driver's Meeting).  Any car not drawing a pill will start at the rear of a heat race. If there are 9 cars or less, there will be one heat race and the top 6 will re-draw for the feature lineup.  10 to 20 cars, there will be two heat races, and the feature race will be lined up by a re-draw of up to the top 6 finishers  in each heat to determine the first 12 positions. 21 to 30 cars, there will be three heat races, and the top 4 finishers from each heat will re-draw. (31 or more cars, there would be four heats, top 3 from each heat would re-draw.)  All others will start heads up behind the top 12.  (It is under consideration to change the feature line-up procedures from a "re-draw" to an "envelope pull"  to determine feature lineup.  Heat race line-up procedures would remain by pill draw.)

Cars must run in assigned heat race according to pill draw.  (Exception:  if specific circumstances occur,such as  a car being assigned to run in first heat race of the night and that car may have experienced problems in hot lap session that could not be corrected in time to make assigned race, then if the official determines that the reason is justified, that car may be permitted to tack on to the end of the next heat race). 

ALL DIVISIONS:  PREVIOUS WEEK'S WINNER  WILL START 12TH IN THE FEATURE EVENT REGARDLESS OF NUMBER OF CARS IN DIVISION.

Exception - Cars must run a heat race, if the field is less than 12 cars, previous winner would start at the end of the qualified cars from the heat races, and not 12th.

NOTE:  A returning winner making their next appearance will start 12th, the previous week's winner would in that case start 11th or if the field is less than 12 cars, previous winners would start at the end. 

b. Extra distance special race line up procedure may be changed by promoter.

2. Length of events may be altered. * A lap is considered complete if the majority of the cars have passed the flagman.

a. HEAT RACES
 (Super Late Models 8 laps)   (Late Models 8 Laps)  (Street Stock & RKMC-Mods 6 Laps)  (Chargers 5 Laps)

b. FEATURE RACES - Regular shows only, feature length may vary depending upon event.
(Super Late-Models 25 Laps)   (Late Models 20 Laps)   (Street Stocks & RKMC- Mods 15 Laps)  (Chargers 12 Laps)

All heat & feature races will have a time limit assigned to it so races can be run in a reasonable time frame.

3. A race is officially started when the green flag is thrown, and anyone pitting after, will go to the back of the pack. Anyone involved in an incident, once the green flag is thrown, that requires the caution flag to be displayed, will be placed at the the rear of the pack for the restart. When the caution flag (yellow) or red flag (stop) is thrown by the flagman on a white flag (last lap) lap during a feature; two consecutive green flag laps must be run to determine the feature winner. If the leader has taken the checkered flag the race is complete, then the yellow flag can be displayed for a caution situation. The car's) passing under the flagman while checkered flag was displayed will be scored in that position. Any car's) passing the flagman while he displays the yellow will be scored from the previous white flag lap, EXCEPT the car's) that were involved in the incident that caused the yellow flag (caution) situation. Car's) involved in the yellow flag situation will be scored last.

** All cars must stop immediately on the track at the moment that the red flag (stop) is displayed. Only cars involved in the red flag incident requiring assistance from the wreckers may go to the pits under the red flag.  Once the red has been lifted, and the yellow is displayed, cars wishing to pit may do so, and return to the track at the back of the field.  (If a crew member comes out on the track at any time during a red flag period, the car will be disqualified and done for the night.)

** Under yellow, a car entering the pit area, or if a crew member attempts to work on the car while stopped on the track, the car will be placed at the end of the pack on the subsequent restart. Cars requiring a wrecker or any other type of assistance to be taken to the pit area can return to the race if able to rejoin the field (at the back of the pack) prior to the green flag being displayed for the restart.

** Any car entering the pits during a caution (yellow flag) will restart in the scratch position. In the event a car running in competition spins, but quickly recovers and keeps running and the caution flag was displayed prematurely or unnecessarily, due to the spin, will be permitted to maintain the position he recovers. The track is to be entered from the pits from the TURN TWO AREA ONLY! The pit area is to be entered from the front straight, TURN ONE ENTRANCE . Failure to comply may result in disqualification.

4. Car deliberately trying to stop or delay a race WILL BE DISQUALIFIED. Stalled or spun-out cars must move into infield or track apron if possible. Car capable of moving may pull back on to the track. A driver involved in three yellow flag (caution) incidents during a feature event or in two yellow flag (caution) incidents during a heat race will be disqualified from that respective race. Cars maintaining a minimum racing speed which is deemed as hazardous or too slow by the flagman, will be shown the black flag (consultation) and must go into the pit area immediately. Failure to comply will result in a loss of all points and purse money for that event.

5. Deliberate rough driving will be handled at officials discretion on and/or off the track.

6. All cars must drive slowly during caution in all racing divisions.

7. Once the green flag has been displayed to start a heat race, any car entering the pit area during a heat race for any reason, will not be permitted to rejoin that heat race and will start the feature from the position determined by the last finishing position from the heat race that the car competed in.

8. No one will be permitted to enter or re-enter the track during an event, unless they are given permission by the Pit Steward at the TURN-TWO ENTRANCE ONLY!

9. All cars will start single file in heat race restart situations after the completion of one lap. 

10. All features will start double file at the designated start line, the race will be started by the flagman. Restarts are single file, and all cars must remain single file and not pass until they have passed the designated restart line. With 5 laps or less left, all lap cars go to the rear.

11. If a car stops on the track in the opinion of officials to avoid driving into an accident and does not make contact with the accident and is able to drive immediately away they will be given their spot back, if they in any way make contact or in the opinion of officials are part of the accident they will be sent to the tail of the field.

12. It is the responsibility of the driver to have his car to line-up area for each scheduled race. Any driver joining the field of cars once they have left the line-up area will start at the rear of the field.

13.  POINTS - Points are awarded to the DRIVER only. A car number can not be altered after hot laps or after qualifying pill is pulled. A DRIVER CAN NOT RUN HIS REGULAR CAR AND ALTER THE NUMBER TO ACCUMULATE POINTS FOR ANOTHER DRIVER AND/OR CAR! CAR STARTING THE HEAT IS THE ONLY CAR THAT CAN ACCUMULATE POINTS FOR THE NIGHT! A QUALIFIED CAR CAN BE USED AS A BACK-UP CAR, ONCE YOUR NUMBER IS PUT ON THE CAR AND YOU ARE DRIVING THE CAR YOURSELF (NO SUBSTITUTES) YOU MUST START AT THE REAR.

Points are awarded for features only. To recieve points the car must start the feature. Points are awarded as follows. (1) 60 (2) 55 (3) 51 (4) 47 (5) 45 (6) 43 (7) 41 (8) 39 (9) 37 (10) 35 (11) 33(12) 31 (13) 29 (14) 27 (15) 26 (16) 25 (17) 24 (18) 23 (19) 22     (20) 21 (21) 20 (22) 19 (23) 18 (24) 17 (25) 16 (26) 15 (27) 14 (28) 13 (29) 12        (30) 11  - Additional starters finishing from posistions 31 on will all be awarded 10 points. 

14. THE OFFICIALS IN CHARGE RESERVE THE RIGHT TO MAKE DECISIONS AND JUDGE ACCORDINGLY, WITHOUT RECOURSE FROM THE DRIVERS OR CAR OWNERS.

RULE BOOK DISCLAIMER :  The rules and/or the regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participating in these events, all participants are deemed to have complied with these rules. NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATIONS OR COMPLIANCE WITH THESE RULES AND/ OR REGULATIONS . They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to a participant, spectator or official.  
     The race director shall be empowered to permit minor deviation from any of the specifications herein or impose any further restrictions that in his opinion do not alter the minimum acceptance requirements. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM SUCH ALTERATION OF SPECIFICATIONS . Any interpretation or deviation of these rules is left to the discretion of the officials. Their decision is final, non-appealable and non-litigable.
